night where police responded to a call of shots fired. paul bennett, a 38-year-old domino's pizza driver was shot and killed on the job. robbery appears to be the motive. i spoke earlier today to another domino's driver here in prince georges county. he told me that domino's drivers never carry more than $20 and as a result, he could not get over the complete pointlessness of the crime. >> it's not worth it to rob a domino's driver because you aren't going to get no more than $20. >> police say they have no suspects in the case. >> i'm peggy fox in fredericksburg. detectives say a man from miami traveled to this train station in order to meet and have sex with a 14-year-old stafford county girl. he's now in jail. >> potential for this is extreme. >> christopher rodriguez is charged with distributing a controlled substance to a juvenile and with using a computer to solicit sex from a minor. he was arraigned in a stafford

county courtroom. the sheriff's department says he met a 14-year-old stafford county girl, reign of blood, where their online relationship developed into a virtual marriage. detectives say rodriguez traveled to virginia and met the girl at a party. >> actually provided the 14- year-old teen with a sleeping parent mix. so she would get away with him. that's when she got second thoughts and said this is not a good idea. >> she told her parents and they called the sheriff's department. >> i'm armando trull at the wilson building where the dc council is holding hearings on the allegations of cronism. >> conduct unbecoming of a mayoral appointee. including reports of harassment from female employees. >> sulaimon brown left the wilson building before those allegations were made.

not before claiming the hearings were a cover up. >> is there anybody in the district government that should be investigating this? >> yes. i think that the fbi investigation, and u.s. attorney's office is well capable of determining the facts of this case. >> cover up or not, the scandals got some council members at each other's throats. >> there's a political cast system in the city and that in an effort to get a job in this administration, you need to know someone. it bothers me that he has wild statements that the government is for sale. it's a lie. >> as we speak, mayor gray is delivering his first state of the district address. it's happening over at eastern high. he'll be laying out his vision and he'll preview his budget plan. no one knows whether he'll address the recent controversies. we would like to ask you to address it. is there something mayor gray could say that would improve

your opinion of him? it was last week when a new poll said that 34% of voters approve of gray's performance or is his fate sealed three months into his first term? you can change your fate by e- mailing the mail bag. the address is mailbag@wusa9.com. standardized test scores at the noise education center soared under then school chancellor, michelle reid. but tonight a report by our give net partners at u.s.a. today are throwing questions at those results. according to that paper, noise went from a school where 10% of students scored proficient or advanced in 2006 where 58% did in 2008. the school saw similar increases in reading. u.s.a. today also obtained data from the last three years showing most of the noise classrooms had high numbers of erasers on those tests. now that means there was a consistent pattern of wrong answers being changed to right ones.

in fact, in 2009, a seventh grade reading class averaged 12.7 wrong to right erasers per student. that while all dc 7th graders averaged less than 1. our own bruce johnson tracked down the acting school's chancellor for some answers. >> acting dc school chancellor says there was no cheating at noise elementary school in northeast. she says an outside security firm was brought in after suspicions were raised about soaring student test scores. >> they issued us a report on the eight schools they looked at and said there were no evidence of testing impropriety. >> no cheating. >> that is what the report has said. >> marvin tucker was a student at noyes. her knowledge didn't seem to match her scores. >> i gave her test scores to her tutor. she is having problems retaining. >> washington teacher's yon

union said there was cheating and it's the pressure to get the scores up and the bonus that is causing the impropriety. >> it was done after the tests left the class and possibly before they arrived downtown. >> so you are saying the teachers didn't do it? >> absolutely. the teachers did not. who are we talking about? >> administrators, coordinators. these erasers were done by the students? someone change their mind about an answer? >> i think we should assume that the erasers were done by students. if they were not done by students, we have a testing violation. >> chancellor henderson eight schools were flagged after soaring test scores, all were cleared, she says. u.s.a. today in this article points out that former chancellor took a special interest in noyes as an example how sweeping reforms could transform the lowest performing schools. each teacher won an $8,000 bonus. the principal got $10,000.

>> i understand that especially in an environment where there are significant rewards for test scores and where there are significance consequences, that people would be tempted to cheat. i don't think that is who we are. >> bruce johnson, 9news now. >> bruce did reach out to michelle reid, as the testing occurred on her watch. she has not returned the call or e-mail or text message. a disturbing story out of prince william county tonight. three children are safe after police say their parents trapped them in a room full of feces and urine. the young girls were rescued by a neighbor in the 12100 block of loft court. that's in bristow and we find delia there to fill us in on the latest. what are the neighbors talking about? >> reporter: the neighbors are horrified. they have had their suspicions about this couple for some time, but no one in their wildest dreams could have imagined what police say happened inside this house

right here behind me. police say three girls, four, two, and just a four month old baby girl were all naked and trapped inside a bedroom inside the home full of feces and urine. police say their parents, 33- year-old john robey and 26-year- old christina moore nailed a 5- foot tall piece of dry wall over the doorway saturday night when the couple was sleeping, police say that four-year-old little girl scaled that wall, ran to a neighbor's house for help. >> i guess it was a week or two ago trash night. the next morning there was a door that had been beaten up and filthy. i thought okay, well obviously something happened in that house, which wouldn't surprise me and they need to get a new door. i'm wondering if that's the door they took off the hinge. police say that little girl was very brave for getting out of that room and going to a neighbor's house to get some help for her and her sisters. here's some good news, police say it appears the girls are only in that room for less than a day and showed no obvious

signs of malnutrition. tonight, the sisters are safe with child protective services. their parents behind bars charged with three counts of felony child abuse and neglect. derek. >> thank you, delia. in 25 minutes, president obama will lay out his case for u.s. military action in libya. he is trying to reassure the nation that this country will not be there for long and it was in america's interest to act. libyan rebels are pushing west to the last government stronghold outside tripoli. but critics are questioning america's involvement and they want to know how long the u.s. will stay. >> our involvement there is going to be limited, both in time and in scope. >> it's fair to ask what is the role of our military and military alliance in providing support to an opposition that we are only now beginning to understand? >> president obama's address to the nation is expected to

consumer watchdog group is pointing out that at&t ordered 127 dozen cup cakes for the federal communications commission last december. that is about $3700 worth of cup cakes delivered in southwest dc. now at&t says hey, we send cup cakes to policymakers every year. we want to note that recently at&t announced plans to merge with t-mobile, however, they need approval to do that.

could there be another cup cake blitz on the way? the man accused of opening fire at northern virginia community college pleaded guilty to attempted murder today. that shooting happened on the wood bridge campus back in december of 2009. police say jason hamilton fired two shots at his math professor. luckily, no one was hurt. hamilton faces 20 years behind bars. lows in the 20s, threats of snow, so could spring be coming back any time soon? topper will let us know. and the nuclear fallout from japan has now been found in our neck of the woods. state officials say you don't have to worry about it. find out why. that's up next. ♪

there are new problems tonight over japan's crippled nuclear plan. water has been found outside the plant. workers are trying to remove hundreds and tons of it. that water is sending radiation levels 100,000 times higher than normal and until the water is gone, the workers cannot restore the electric power they need to prevent the fuel rod from over heating and releasing more radiation. in the meantime, traces of nuclear fallout from japan are turning up in maryland rainwater. the state's health secretary says it's nothing to worry about. dr. joshua says you're exposed to more background radiation walking around and he warned residents who might want to buy that antiradiation medication, don't do that. >> in fact, i would say right

now it would be risky to take, because every medication has side effects. you always have to balance the risk and benefit and right now there is no benefit. >> health department tested the public water and the milk and found no radiation. that testing will continue. maryland senator wants to create a nationwide alert system aimed at catching criminals who attack police officers. came to upper marlboro and announce the introduction of what he is calling the national blue alert act. >> anyone who attacks a police officer that we do everything we can to bring that person to justice, to get that person off the street, and to get that information out as quickly as possible. >> fbi figures do show 48 law enforcement officers were killed in the line of duty in 2009. over the past decade, an average of 53 officers were killed each year while doing their jobs. you have just three days

avenue could become free dc avenue. the measures from council member michael brown set up an online survey, where you can vote for which you like. does not see the need to see how she feels. changing the street names of independence constitution in pennsylvania shows another dc example of stupid 101. this idea stinks. worse than the stink bug. and sylvia puts it this way. many relatives visit my family and we drove down the famous constitution avenue, pennsylvania avenue, and independence avenue. to many people, these are sacred memories. i cannot even comprehend the name changes. there has to be a better way dc residents have to express their political agenda. council member brown is talking ceremonial remaining. the current names would stay, but the new signs would be placed behind the original. i speculate your reactions exactly what brown and
